Is this a virus? Win 8.1 IE 11 Asus Laptop I5 processor 64 Bit and 8 gig memory.

This issue might occur due to compatibility view for the websites on Internet Explorer.
1) Do you find the same issue while using the Desktop version of Internet Explorer?
2) Is this issue specific for a particular website?
If you have not checked in the desktop mode of Internet Explorer, check if the same occurs there as well.
If yes, then, add the website in compatibility view list to try and fix the issue.

- Open Internet Explorer.
- Go to "Tools > Internet Options > Advanced Tab".
