Can't access applications error "the item referred to by this shortcut cannot be accessed"

Original Title: I messed up my computer.

I literally messed up.
Okay, so here's what happens. I was trying to delete this SN.Sustainer 1.80 with REVO Uninstaller.
I didnt backup the files, i skipped it.
Then i choose the advanced in scanning modes and then after scan, theres this"found leftover
registry items".I didnt bother to look at it because its really a lot i can tell because the scroll bar is really thin.
So I just select all of them and click delete.
Now in the next step there's the "Found leftovers files and folders".
Now in this one, i
was confused because some of the files there are important.
So what i did is, i closed the uninstaller and tried to open google chrome...
and this happened .
An error popped up.
I cant access some of my programs here.
The same error keeps appearing.
Is there a way that i can get the registry files that i deleted? I didnt backup the files.
I messed up.
Help me please :((

But I already know how to fix it.
What I did is, since the shortcut doesn't work, I opened the file by local disk>program files.
Then after i open it, there's a pop up that appears saying "You don't currently have permission to access this
folder".
I just click the continue so i can get permanently access to this folder.
After I click continue, I can now open the shortcut application in desktop :)

Machine Throttling

• Click the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Reboot your system.
