Cannot Open Internet Options, Download and other things!

Hi.
I have seen a lot of people who have had the "can't open internet options" problem but most of the solutions deal with downloading something to fix it.
I cannot open internet options to change settings, print anything from the internet such as mail
or postage labels, download from any site and Internet Explorer icon has disappeared fro my desktop, when I go through programs IE opens for a second then disappears so I cannot use it.  Can anyone help me??  I have antivirus, spyware, etc software and it
is telling me it cannot find anything.
