Does MS Excel 2007 lock a shared workbook during the save process?

I am having an issue whereby a shared workbook is intermittently locking with the error "filename" is locked for editing by "User".
I have been able to recreate the issue by simultaneously saving and opening the workbook using different user accounts.
I
have looked at the MS file saving process documentation but it does not mention whether the file locks during saving or not.
So my question is does excel 2007 lock a shared workbook during the save process?
