I am a collage student taking computer science networking.
my current assignment is to find out about system utilites that can be downloaded onto a pc after the pc has been bought.
Is there a list of "aftermarket" system utilities? If so, I have been unable
to find it.

There isnt a definative list, if you search for system utilities you will probably get most hits from utilities that state they will optimise and speed up your PC, for the most part these are utilities that can cause system/program failures.
If you want utilities for networking ask in the networking group
