We would need some more information for better clarity on the issue.
1)     Do you mean to say that the MSN toolbar does not load or you don’t find that option in the toolbar?
2)     If the MSN toolbar does not load what exactly is the error you get?
How ever you may try and Reset the Internet Explorer and see if it fixes the issue.

In this method we will try to Boot in Safe mode with Networking and see if the error still persists.

• Search "MSCONFIG" and Open.
• Click on Boot Tab
• Tick Safe Boot in Boot Option
• Select Network.
• Click Apply and OK.
• Reboot your System.
