Browsing History - IE7- Cannot Stop History Compilation

I want no browsing history.  My settings are for 0 days to keep visited sites in history.  The history is still compiled and displayed on the dropdown address bar.  I have repeatedly deleted temporary files and history.  Dumped the Google Toolbar.  Repeatedly
reset days to "0".  No luck.

At 11:55 PM tonight, delete your browsing history via IE Tools | Internet Options | Browsing history | Delete | Delete history (or
Delete all).

Close IE.

At 12:01 AM, open IE and click on CTRL+H: Is there any History listed now?
