Strange that we see the receive or send message on lower right hand corner of the screen that the MS Outlook is receiving emails which are not displayed and sending out emails when there are no messages in the outbox.
It is as if someone is retrieving
your emails illegally.

This also may occur if schedule an automatic send/receive option is been checked with very less time frame on Outlook.
Steps to uncheck or increase the time frame on automatic send and receive
Open Outlook
1)      Click tools
2)      Click on options
3)      Click on mail setup
4)      Click on send/receive you will find a check box which says schedule an automatic send/receive,
Either you can increase the time frame or you can uncheck the option, if you uncheck the option you need to manually click on send and receive email to send a response to the server to receive emails from your email server to your Outlook.

Boot in Safe Mode:

• Open Run command as previously described
• Type MSConfig
• Click on Boot tab
• Tick Safe boot in Boot option
• Select Network
• Click Apply and OK
• Reboot your system

Your system will boot in Safe mode with Networking. You may now try and open Windows Store and should not see any errors.
